If the furnace is actually leaking, you need to call your oil company IMMEDIATELY and report a dangerous situation. Don't wait for the landlord. This is both a safety hazard and an environmental hazard and calls for emergency measures.





You might want to give your landlord a heads-up by calling him first and telling him that you are about to call the oil company. That might get some response out of him.
Call the company that delivers the oil and tell them there is oil everywhere. Make it sound scary and dangerous. Call the landlord and act the same way. Consider calling the fire department.
